Facilities Business System Analyst
**Job Summary:**
The Clinical Equipment Technology System Analyst works as an extender of The Director of Clinical Equipment and Technology Management, managing core business systems such as budget, human resources and project management of key initiatives. Serves as liaison to EMHS Facilities and Supply Chain teams to carry out planning, coordination and procurement of programs and activities for the division. Reviews and interprets reports and data, providing summaries of key points and recommendations for follow-up. Assists with the development, tracking and publication of performance metrics to foster a high degree of accountability to stakeholders. Coordinates and improves internal and external communication including the development of periodic communication tools to staff, member organizations and EMHS senior leadership. Takes the initiative to help drive compliance with EMHS initiatives, collaborating constructively to manage non-compliance.
This position assumes responsibility and accountability for insuring that the core business functions for clinical equipment technology, facilities and supply chain work effectively and with a high degree of customer satisfaction. The position has impact and influence across all members and home office business systems related to facilities and supply chain, and represents the views of the Director of Clinical Equipment and Technology and Supply Chain relative to agreed-upon objectives involving core business processes. The Clinical Equipment Technology System Analyst works to enhance relationships which are built on a high degree of trust, effective communication, teamwork and mutual respect.
**Job Function and Duties**
o The Clinical Equipment System Analyst works as an extender of The Director of Medical Equipment Technology Management and Supply Chain, managing core business systems such as budget, human resources and project management of key initiatives with medical equipment technology.
o Serves as liaison to EMHS Facilities planning and Supply Chain teams to carry out planning, coordination and procurement of assets, complex medical device components, programs and activities for the division relating to medical technology.
o Plan, organize, and direct effective business processes for clinical equipment technology, facilities and supply chain.
o Reviews, develops and implements policies and procedures to ensure business system performance in a cost-conscious and expeditious manner. Reviews related EMHS policies and insures the Division is in compliance.
o Coordinates the capital and operational budget planning process for the Division including Member matrix reporting functions.
o Produces, analyzes and interprets complex technical reports and budgets.
o Reviews and interprets reports and data, providing summaries of key points, recommendations, and follow-up.
o Assists with the development, tracking and publication of performance metrics to foster a high degree of accountability to stakeholders.
o Develops and manages project plans on key initiatives in Facilities and Supply Chain relating to medical devices.
o Reviews, develops and edits certain facilities and supply chain contracts.
o Coordinates the development of EMHS standard terms and conditions which are provided to all EMHS vendors.
o Tracks outcomes and makes suggestions to coordinate and balance internal resources to achieve optimum economic performance and productivity without compromising quality, safety or timeliness.
o Takes the initiative to help drive compliance with EMHS initiatives, collaborating constructively to manage non-compliance.
o Closely coordinates all activities with the Director overseeing other staff involved with planning the Director's schedule and key Divisional meetings.
o Coordinates preparation for key meetings to insure agreed-upon meeting objectives are met and develops standard formats for meeting attendees to follow-up, track objectives and progress on key initiatives.
o Builds and maintains excellent relationships with both internal and external customers through strong communication skills in both writing and speaking.
o Offers good listening skills to understand problems and propose appropriate solutions.
o Serves as a key point of contact for EMHS Facilities and Supply Chain Division.
o Works cohesively with all functions within the Division and Member matrix reporting functions to provide support and advice.
o Coordinates and improves internal and external communication including the development of periodic
communication tools to staff, Members and EMHS senior leadership.
o Manages contractors involved with clinical equipment and business system projects.
o Oversees the work of Divisional staff involved in managing core business systems.
o Models a highly transparent environment that is responsive to customers' concerns, issues, and input.
o Serve as an expert technical resource answering inquiries pertaining to Medical Equipment Technology, Facilities and Supply Chain core business systems.

**Education and Experience**
o Bachelor's degree in Biomedical Engineering, Electrical Engineering Technology, Business, Management, Economics or related field plus five (5) years progressively responsible experience in a related position _OR _associate's degree in Biomedical Engineering, Electrical Engineering Technology, Business, Management, Economics or related field plus nine (9) years progressively responsible experience in a related position _OR_ high school diploma/GED plus thirteen (13) years' progressively responsible experience in a related position required.
o Experience in healthcare preferred; healthcare experience in biomedical engineering, facilities, or supply chain is an important factor.
o Demonstrated knowledge of standard operating procedures, budget development, project planning, personnel management systems, purchasing systems.

o Proficient knowledge of Microsoft Office Suite and ability to create and learn analytical tools.
**Supervision Exercised**
o Oversees the work of Divisional staff involved in managing core business systems.
o Oversees staff involved with planning the Director's schedule and key Divisional meetings.
o Manages contractors involved with clinical equipment technology & business system projects.
**Organizational Impact**
o This position has impact and influence across all Members and home office business systems related to facilities, clinical equipment technology and supply chain.
o Serves as EMHS SME regarding medical equipment technology & business systems related to facilities and supply chain.
o Major impact on how the organizational needs are addressed via efficient and transparent business process leading to high customer satisfaction.
o Primary stewardship of clinical equipment technology management and supply chain budget and finance.
**Time Requirements**
o Generally M-F 8am to 5pm but occasionally may attend meetings outside normal business hours.
**Typical Contacts (Internal/External)**
o Reports to the Director of Clinical Equipment & Technology Management.
o Key member of EMHS Facilities and Supply Chain leadership team.
o Represents the Director with executives and member leadership, effectively reflecting priorities and objectives.
o Integrates seamlessly with other business partners including Information Technology, Finance, Accounting, Legal Services and Human Resources.
o Specifically partner with Budget Office and Human Resources to build optimal core business systems for clinical equipment technology management.
**Physical Requirements**
While performing the duties of this job, the employee is regularly required to sit, stand, walk, talk or listen. Carrying and lifting up to 50 lbs. pushing, reaching in all directions, stooping, standing and sitting, climbing ladders and stepladders while stretching and pulling. Specific vision abilities required by this job include close vision and ability to adjust focus. Ability to use a keyboard for typing. Ability to travel to different locations. Must be able to provide own transportation.
